Dear friends,

Finally we are in the year 2000! We were talking about it for such a long time...
Every year, when Christmas and New Year arrive, I am more aware of social and financial inequalities. Walking in the streets of western countries, we don't know where to look . Everything is made to fill us with amazement, everything can be in overabundance. What about somewhere else, in the less privileged countries ? And even in the "developed" countries, how many disadvantaged people more will feel excluded? Christmas Eve, which should create a feeling of brotherhood, often seems to be a commercial action where solidarity doesn't exist and individualism is the master. This winter it was more outstanding. The televisions from all the countries bombarded us with pictures of festivities that had to welcome the new millennium. What were the expenses on the global level? Every country wanted the most spectacular event. How many long lasting projects could have been funded with all this money? Anyway, the year 2000 has arrived. And for Fimcap, as international catholic youth movement it will be exceptional because of three reasons

  1. Because of our Catholicity
    This year is the year of the Jubilee, a Holy Year, and the Holy Porters were opened by the Holy Father in St Peter Basilica in Rome at the beginning of January.This year celebrates two thousands years of Christianity. The whole Church, God's people shall testify its faith. More then ever, the World Youth Days will be an opportunity for the young Catholic people from all over the world to share and exchange about their spiritual experiences and differences. For the participants these days will be an unforgettable and rich experience.
  2. Because of our work for children and youth
    In the year 2000 we celebrates the 10th anniversary of the coming into effect (September 1990) of the International Convention on the Rights of the Child, adopted by the United Nations on 20 November 1989. The recognition of this convention by the countries, but also their commitment to implement are important for the children's welfare but also for our work with and for them. Unfortunately, even though nearly all countries (except for Somalia and ... the United States) ratified this convention, its application remains more than uncertain. In many signatory countries, children are still victims of conflicts, are forced to work, to join in the army or are sexually abused. Some countries argue that the convention cannot be used as legal documentation, that the convention only creates obligations for the signatory countries and not for individuals ...We still have a long way to go. As youth organisations we must promote the respect of the Children's Rights.
  3. Because of our international work
    July 2000 will be an important date for Fimcap. It will be the opportunity to organise a world camp for the second time since our existence. This one will take place in Paraguay (and the preparations are making good progress). Engaged leaders from national or regional level of our organisations, will live world-wide solidarity in full and in a very practical way which is one of the main reason why Fimcap exist. It will be a meeting with leaders living the same engagement, doing the same work (in often different circumstances and realities) and prompted by the same values. But more than a "simple meeting", this camp will be the energy that will make the work of Fimcap going on for the coming years. This moment of sharing common values and confronting differences will consolidate more our identity.

No doubt that those who will participate will come back changed and renewed in their engagement. A happy New Year 2000 to all of us. I wish you that it will bring the necessary force and faith for your work for and with young people and children.

World Youth Day 2000

"The Youth Section of the Pontifical Council for the Laity is currently concentrating its efforts on preparations for the fifteenth World Youth Day, and is already in a position to provide some practical information to all those wishing to participate in it.

The Holy Father's usual Message to mark the occasion, addressed to young people throughout the world, was published on 29 June. The slogan chosen for WYD 2000 will be the words of Johan: "The Word became flesh and dwelt among us" (1:14).

The Italian Committee for the WYD (ICWYD) invites groups of non-Italian youth coming to Rome for the celebration of the Day to consider the possibility of being given hospitality by the Italian dioceses from the 1O to 14 August. They will thus have a chance to enter into more immediate contact with the experience of faith of their Italian brothers and sisters and establish or strengthen links between their own ecclesial community and that of their hosts. The applications of any interested groups should be addressed to the ICWYD, which will try in any way to further already existing ties between the visitors and their hosts. Hospitality, of very simple type, will be offered free of charge. But travel expenses will have to be met by the participating groups.

The WYD will officially begin on the afternoon of Tuesday 15 August 2000, with the welcome of the young participants in St. Peter's Square. Focal moments of the celebrations will be the jubilee pilgrimage to the tomb of the Apostle and the meeting with the Pope: every effort will therefore be made to enable all the youth participating in the event to share both these experiences. To this end they will be subdivided into three groups, to each of which will be reserved a day for the jubilee pilgrimage. On the day allotted to the pilgrimage the other two groups will in the morning follow the catechesis provided in the zones in which they are each staying, while in the afternoon they will participate in the Incontragiovani programme. On Friday 18 August the Via Crusis will be celebrated along the central streets of Rome, and, simultaneously, in some of the places where the youth are being accommodated. Lastly, on Saturday morning, the groups will make their way to the campus of the University of Tor Vergata, site of the Vigil and Eucharistic Celebration presided over by the Holy Father, scheduled respectively for the 19 and 20 August.

Human Rights

The 56th session of the UN Commission for Human Rights will be held from 20 March to 28 April 2000 at the Palais des Nations in Geneva (Switzerland). Fimcap is invited to attend an information day on the 10th of March, from 10 a.m. to 4 p.m. at the International Center in Geneva. The main points on the agenda of the commission will be discussed. Anyone wishing to participate, please contact Zeger van Besien at the Fimcap office in Antwerp.

Xaveri Uganda

On 8 December 1999 we received a letter from the Uganda Catholic secretariat with some news about the movement Xaveri Uganda. They gave a short report on the first National Xaverians' Training Camp organised from 28 August to 6 September 1999. "A chance of being together as young people", They were learning, playing and discussing challenges of life together and it was really appreciated The camp theme was: "Xaverians as a hope for the Church and the nation in the 3rd Millennium". The camp was attended by over 1,500 participants from 14 out of the 19 Catholic dioceses in the whole country. It was such a great experience that at the end of the camp, the Xaverians went home full of ambition to evangelise and ready to serve all. Xaveri Uganda made a video film of the camp. The Fimcap presidium congratulates Xaveri Uganda and hopes they can meet them at the next Fimcap activities.

of the Katholische Jungschar, Austria.

Dressed as the Three Kings, 80.000 Jungschar children walked about 420.000 km all over Austria to sing and raise funds for the Third World in the scope of their annual Epiphany action called "Dreikönigsaktion" from 2 to 10 January 2000. The approximate amount of money collected this year is 135 millions ATS. The funds are spent on aid projects in the Third World. Some examples: street children in India receive a place to stay and school education. The Turkana nomads in Kenya can dispose of clean water and medical care. Poor peasants en Columbia will assure their legitimate rights and agricultural self-reliance. About 600 projects receive financial support every year thanks to the old tradition of children singing from house to house during Epiphany time, bringing joy and incense and blessing the people who opened the door.

Chiro Belgium: Invitation to Krinkel

When you throw a stone in the water, a ring appears which is called a ripple. The Dutch word for a ripple is a "krinkel"

The summer camp organised every 5 years by Chiro Flanders, Belgium's largest youth mouvement, for its leaders is also called KRINKEL At this camp that every single Chiro leader finds inspiration, energy and motivation for his or her work in the local youth movement.

For the fourth time, 3000 young people will live together for 6 days in the summer of 2000. This year, the summer camp is situated in Dourbes, a little village in the Ardennes.

Krinkel will be an extraordinary experience. For 6 days we will live on the hills, the fields and the forests with only a minimum of equipment, but with an enormous luggage of adventurous, creative and very intense activities and experiences.

The International Campground
International guests from Europe, Latin America and Southern Africa will be part of the international Campground.

During the whole camp everyone will member of a "living group", a group of about 10 people (5 international guests and 5 Flemish people) Every international guest will have a "buddy" who speaks at least one of the languages of the international guest.

Every day this living group will have at least three activities. In these activities games are essential. This Krinkel, we will also stress the theme of PARTICIPATION.

European Fellowship

Exchange 'Firm Foundations 2000' - Bringing Good News to Young People

Young youth leaders, aged between 16 and 25, are invited by the European Fellowship to the Boys Brigade Training Centre of Felden Lodge, Hemel Hempstead, England, to the Firm Foundations 2000. It is the annual Christian music and arts festival of the BB, and regularly involves up to 1,500 young people. Besides the workshops, there are visits to places of interest and you'll see some of England's heritage. The event is organised in an ecumenical way.

Costs are £30 (US $50), including food, lodging and travel in England once the event has started. Travel costs are completely reimbursed, but you have to travel by train. Financial help for visas may also be available.

Language courses

The European Centres of Budapest and Strasburg organise their annual intensive language courses for youth leaders aged between 18 and 38 years. The travel costs are completely reimbursed, and accommodation costs, 183 Euro. The deadline for inscriptions is 20 February and inscriptions must go through the Fimcap secretariat. There is also a possibility to inscribe through the National Youth Council. If you're interested, do not hesitate. The courses are really worth it.

Council of Europe, Youth Directorate

During the year 2000, the Council of Europe, Youth Directorate there will organise several training courses Fimcap can send some participants who are interested in the maters. We hope to find some volunteers because those courses really help you with your youth work. Travel costs and accommodation are more or less completely reimbursed by the Council. Corrigendum

Referring to the article "Cat and Mouse" in Kosovo (about the action of Chiro Flanders in Kosovo) we would like to apologize for a translation error. The sentence in question should read:

Young leaders from Chirojeugd Flanders travelled via Skopje in Macedonia to take care of refugee children in Kosovo. (and not :Young leaders leaders from Chirojeugd Flanders went to Skopje in Macedonia to take care of Kosovo refugee Children.)"
